He did a lot of torturing in groups and then he spent most of his time as Moody attacking more unsuspecting victims. Shacklebolt is battle hardened against many Death Eaters and even duelled Voldemort without dying.

Aster Fairchild I'm gonna go with Shacklebolt, I think he has so little time for dueling he'd just beat him as efficiently as possible so he can get to his afternoon tea. and Barty never did get that much experience on account of getting caught and incarcerated so arguably Shacklebolt was more powerful at the height of his power due to having more experience?

Ermengarde Callisthorne Ooh I believe Shacklebolt will disguise himself as a lip balm which will turn on Crouch Jr.'s unstableness, and then they'll duel and duel and duel until Crouch Jr. gets really angry and tries to throw a really crazy spell but then Shacklebolt will calmly put shackles on the crazy guy tada!
